Mother prevented by immigration officials at MMIA from traveling with her children without consent from husband

Victor Asemota narrated the incident on Twitter yesterday, October 29th. Is this an official policy? Does  it apply to only Nigerian women? Do fathers also need permission from  wives before traveling with the children?
