Gov. Fubara Signs N1.84tn Rivers 2026 Budget into Law

Nearly two months after Governor Siminalayi Fubara presented the Rivers State 2026 Appropriation Bill of ₦1.84 trillion to the State House of Assembly, the lawmakers on Thursday passed the budget into law. Governor Fubara immediately assented to the bill, giving it full effect.The budget, first presented on July 10, 2026, was approved following deliberations by the Committee on Appropriations, which recommended key adjustments before its passage.According to the committee’s breakdown, funding will come from Internally Generated Revenue of ₦487.6bn, Federation Account Allocation Committee receipts of ₦936.05bn, an opening and closing balance of ₦48bn, internal loans of ₦50bn, and proceeds from asset sales amounting to ₦25bn.Sectoral allocations include ₦262bn for agriculture, ₦625.8bn for the economic sector, ₦65bn for law and justice, and ₦435.4bn for the social sector. Capital expenditure was pegged at ₦1.4tn.One of the most contentious issues during deliberations was the ₦6bn allocation to Pamo University of Medical Sciences, a privately owned institution founded by former governor Peter Odili. Lawmakers questioned the sum, citing accountability concerns. The Commissioner for Education later requested an increase to ₦8bn, but the House resolved to step down the allocation pending further investigation.At the signing ceremony in Port Harcourt, Governor Fubara described the budget as “a breath of fresh air” and a symbol of unity and progress. He commended the Assembly for its diligence and pledged to implement the budget with the welfare of Rivers people at its core.Fubara also acknowledged the role of Federal Capital Territory Minister, Chief Nyesom Wike, in facilitating the process, and promised to maintain a cordial working relationship with all arms of government.Speaker Martin Amaewhule and Majority Leader Major Jack praised the governor’s commitment, expressing confidence that the budget would drive growth and deliver the dividends of democracy to the people of Rivers State.
