A FORMER Chief Process Engineer in Warri Refining and Petrochemicals Company, WRPC, a subsidiary of Nigerian National Petroleum Corporation, NNPC, Engr. Mark Williams, has stressed the need for specification in procurement, insisting that shortage of specification was responsible for building and other infrastructure failure in Nigeria.
